§ 52.06 BILLING PRACTICE.
   (A)   Calculation of sewer service charges. Sewer service charges shall be computed according to the rates and formula presented in this subchapter.
   (B)   Sewer service charge billing period. Sewer service charges shall be billed by the city to the sewer users on a monthly basis along with the water and garbage.
   (C)   Payment of sewer service charges. This payment is the same as the water charges found in § 50.05(B) above.
   (D)   Penalties.
      (1)   These penalties are the same as the water penalties found in § 50.05(C) above.
      (2)   Change of ownership or occupancy of premises found delinquent shall not be cause for reducing or eliminating these penalties.
   (E)   Civil action. Any charges levied pursuant tot his ordinance and which have been properly sent to the occupant or owner and not paid, may be recovered in a civil action by the city in any court of competent jurisdiction.
   (F)   Surcharge for unpolluted waters.
      (1)   A surcharge of $50 per month is hereby imposed and added to every sewer billing mailed to those properties not in compliance with the unpolluted waters portion of this subchapter within 60 days of notification of non-compliance.
      (2)   Any person reconnecting any unpolluted water to the sanitary sewer following the issuance of a certification of compliance with this subchapter will be liable for this surcharge upon re-inspection for all months between the last 2 inspections.
      (3)   This surcharge is in addition to any other penalties that may be incurred under this subchapter.
