§ 52.05 AMOUNT OF SEWER SERVICE CHARGES.
   (A)   Sewer service charge unit costs. The unit costs for the sewer service charge shall be published annually by the approving authority, in accordance with this subchapter.
   (B)   A sewer service charge.
      (1)   (a)   The sewer service charge for all users served by water utility water meters shall be computed in accordance with the formula presented below:
   T=FC+(V x COV)
         (b)   Where:
            1.   T=Total sewer service charge;
            2.   FC=Fixed charge for debt service;
            3.   COV=Charge per 1,000 gallons for O&M costs; and
            4.   V=Wastewater volume in 1,000 gallons.
      (2)   (a)   The sewer service charge for all users served by private wells shall be computed in accordance with the formula presented below:
   T=FC+AVC
         (b)   Where:
            1.   T=Total sewer service charge;
            2.   FC=Fixed charge for debt service; and
            3.   AVC=Minimum charge per residential household for O&M costs.
   (C)   Reassignment of sewer users. The approving authority will reassign sewer users into appropriate sewer service charge categories if wastewater flow monitoring and sampling programs or other related information indicate a change of categories is necessary.
   (D)   Operation, maintenance and replacement fund account.
      (1)   All sewer service charge revenues collected for replacement costs shall be deposited in a separate and distinct fund to be used solely for replacement costs as defined in this subchapter.
      (2)   All sewer service charge revenues collected for other operation and maintenance expenses and debt service costs shall also be deposited in 2 additional separate and distinct funds.
      (3)   All revenues for the replacement fund and for operation and maintenance of the wastewater collection and treatment facilities must be used solely for the replacement fund and operation and maintenance of the wastewater collection and treatment facilities.
   (E)   Charge for toxic pollutants. Any person discharging toxic pollutants which cause an increase in the cost of managing the effluent or sludge from the city’s wastewater treatment facility shall pay for the increased costs, as may be determined by the approving authority.
