§ 50.01 WATER AND SEWER DEPARTMENT.
   There is hereby established a Water and Sewer Department, which shall be under the supervision of the Superintendent of Sewer and Waters.
   (A)   Superintendent.
      (1)   The Council shall appoint a Superintendent of the sewer and water systems of the city, and other employees as may be necessary, at salaries or wages as the Council may determine.
      (2)   The Superintendent shall have control, under the direction of the Council, of the drainage, sewer and water systems of the city, and shall have powers and discharge duties as are hereinafter set forth, or which may from time to time be delegated to him or her.
   (B)   Duties.
      (1)   The Superintendent shall have immediate control of all property belonging to the Department; he or she shall issue all permits for the laying of service pipes in connections with the municipal sewer or water systems, keep an accurate record thereof, and make reports to the Council as may be required of him or her.
      (2)   He or she shall keep a record showing the location, number and size of all taps in the mains and service pipes connected therewith, and of all other matters relating to the Department.
      (3)   He or she shall make and return to the Council an annual report showing the number of gallons of water used and the property on hand, and other information as may be required.
