(A) No license shall be issued except to a person of good moral character. No license shall be issued for the sale of cigarettes at a movable place of business, nor shall any 1 license be issued for the sale of cigarettes at more than 1 place of business. No person shall sell or give away, or permit any vending machine to be used to sell, any cigarettes, cigarette paper or cigarette wrapper to any person below the age of 18 years.
(B) One unannounced compliance check will be conducted each year for each license holder. A minor between the ages of 15 and 18 will be involved in the compliance check, with permission of parent or guardian.
(C) Vending machines are prohibited in all locations where minors are permitted to enter.
(D) Open displays of single packages of cigarettes and smoking tobacco are not permitted without the assistance of employees of license holder.
