§ 112.04 RESTRICTIONS.
   No license shall be issued for obscene, impure or immodest performances or for entertainments which in the opinion of the City Council will disturb the public health, safety, morals or welfare. No license shall be necessary for any entertainment given by amateurs, or in which the performers do not receive any pay, or which is given solely for the benefit for any school, church or benevolent institution, or any charitable purpose.
