This chapter is adopted for the purpose of regulating parades and athletic events occurring on or within a city street, parking facility, sidewalk or other public right-of-way which obstruct, delay or otherwise interfere with the normal flow of vehicular or pedestrian traffic, or which do not comply with applicable traffic laws or controls.
