§ 31.01 ESTABLISHMENT.
   (A)   A Police Department is hereby established in the City of Osakis.
   (B)   The head of the Department shall be known as the Chief of Police and the number of additional members of the Department, together with their ranks and title, shall be determined by the Council by resolution.
   (C)   The compensation to be paid members of the Police Department shall be fixed by the Council.
   (D)   Members of the Department shall be appointed by the City Council.
