§ 30.12 NON-MEMBERS; ATTENDANCE AND SPEECH.
   No person, other than the Mayor and other members of the Council shall be admitted within the bar of the Council, except officers. No person other than a member shall address the Council except with the consent of the members present or by a vote of the majority of the members present.
