§ 92.52 ASSESSMENT MANUAL.
   (A)   The Clerk/Treasurer shall prepare an administrative manual specifying more detailed procedures for the conduct of local improvements and the levy of special assessments in supplementation of this chapter and consistent therewith.
   (B)   Upon approval of the Council by resolution, the manual shall be used with this chapter in the conduct of all local improvements proceedings to which they apply by their terms.
