§ 92.21 SNOW, ICE, DIRT AND RUBBISH.
   (A)   Duty of owners and occupants. The owner and the occupant of any property adjacent to a public sidewalk shall use diligence to keep the walk safe for pedestrians. No like owner or occupant shall allow dirt or rubbish to remain on the walk longer than 72 hours after its deposit thereon.
   (B)   Duty of owners and occupants regarding removal of snow and ice. The owner and the occupant of any property adjacent to a public sidewalk shall use diligence to keep the walk safe for pedestrians by removing snow and ice. No like owner or occupant shall allow snow or ice to remain on the sidewalk longer than 72 hours after its deposit thereon on the following streets:
      (1)   All of Nokomis Street, also known as Douglas County Road 82.
      (2)   Main Street, between Second Avenue West and First Avenue East.
      (3)   Oak Street, between Central Avenue and Second Avenue East.
      (4)   Pike Street, between First Avenue East and Second Avenue East.
      (5)   All of First Avenue East.
      (6)   All of Central Avenue.
      (7)   All of First Avenue West.
      (8)   All of Second Avenue West.
      (9)   All of Third Avenue West.
   (C)   Removal by city.
      (1)   The City Council shall designate officials who shall remove from all public sidewalks identified in division (B) above, all snow and ice as soon as possible, beginning 72 hours after any like matter has been deposited thereon or after the snow has ceased to fall. The City Council shall also designate officials who shall remove dirt and rubbish from all public sidewalks, including but not limited to, those identified in division (B) above. The cost for such removal by the city shall be assessable pursuant to this section and § 90.01.
      (2)   The city officials shall keep a record showing the cost of the removal adjacent to each separate lot and parcel, and shall deliver the information to the City Clerk/Treasurer.
