(A) Construction and specifications. All sidewalks hereafter constructed, altered or repaired shall be of a uniform width of at least 4 feet in all residential districts, shall be built or rebuilt on the grade now or hereafter established, and the outer edge thereof shall be as nearly as possible on a straight line.
(B) Materials. All sidewalks hereafter constructed, or repaired shall be constructed or repaired with a good grade of cement concrete, and shall conform in all respects to the specifications approved by the City Council.
(C) Curbs. All curbs shall be constructed 12 feet from the property line at the outside of the curb; shall be 6 inches in thickness at the top, and conform to other requirements as may be specified by the City Council or its representatives.
(D) General. No owner of property having a public sidewalk adjacent thereto shall permit any part of the sidewalk to be raised above the established level thereof more than 1/2 inch in any manner which might catch the foot of a pedestrian, nor permit any holes or depressions to occur in the sidewalk in which a pedestrian might step or catch his or her foot in a manner liable to cause injury.
(E) Obstructing sidewalks. No person shall encumber or obstruct any sidewalk by placing or maintaining thereon any building material, boxes, fuel, carts, sacks, wheelbarrows or any other materials or things which may obstruct the sidewalk, except with the permission of the City Council.
(F) Riding on sidewalks. No person or persons shall be permitted to ride upon any sidewalk with a bicycle or a motor cycle.
(G) Driving upon or damage to sidewalks. No person or persons shall drive with any motor vehicle, wagon, sleigh or other vehicle, or drive any horse, mule, cow or other animal over or across any sidewalk, except at crossings; all like crossings for access to private property shall be furnished and kept in good repair by the owner of the property.
(H) Damage to sidewalk or public property. No person shall in any manner willfully injure or deface any sidewalk nor any other public property of the City of Osakis.
(I) Orders of construction. The city shall have authority to order the construction of and to construct curbs and gutters, or either of them, along any lot or lots or parcels of land adjoining any regularly laid out street in the city, and to levy and assess the cost thereof upon the lots or parcels of land abutting upon the improvement.
(J) Report made by Street Commissioner. Whenever the Council shall order the construction, repair or reconstruction of any curb or gutter, a report thereon shall be made by the Street Commissioner or other representative of the Council, which report shall contain a list of the lots or parcels of land with the number of feet frontage of each upon the improvements, the names of the owners of the lots or parcels, and an estimate of the proposed improvement.
(K) Notice published. Upon the filing of the report the Council shall cause to be published for 1 week in the official newspaper a notice stating that the report is filed, and open to the inspection of all persons interested therein, and that the same will be presented to the City Council for action thereon at a meeting to be held at a time and place specified in the notice, which meeting shall be the regular meeting of the Council occurring next after 1 week from the publication of the notice, at which meeting, all parties interested therein may be heard.
(L) Meeting; orders. At the meeting held pursuant to the notice, or at any subsequent adjourned meeting, the Council may order the construction, repair or reconstruction of the curbs and gutters, or either of them, and upon completion of the work shall assess and levy against each lot or parcel of land abutting upon the improvement the sum as will cover the cost of making the improvement thereon, and cause the same to be collected in the same manner as other taxes or assessments.
(M) Sidewalks; curbs and gutters. The construction, repair or reconstruction of sidewalks may be ordered jointly with the order to construct curbs and gutters, or either of them, and the city may furnish the labor or materials as it may deem proper.
(N) Adoption of policies. The city may adopt policies as it may deem appropriate from time to time regarding its contribution or any or all portion of the costs of construction of curbs and gutters, blacktopping, sewer and water mains.
