§ 30.01 MEETINGS.
   (A)   Regular meetings.
      (1)   Regular meetings of the Council shall be held on the second Monday of each calendar month at 7:00 p.m. Any regular meeting falling upon a holiday shall be held on the next business day at the same time and place.
      (2)   All meetings will normally be held at City Hall, including special and adjourned meetings, unless otherwise posted.
   (B)   Special meetings.
      (1)   The Mayor or any 2 members of the Council may call a special meeting of the Council upon at least 24-hours’ notice prior to the time specified for the meeting. The Clerk/Treasurer shall mail a notice at least 24 hours before the meeting to all members indicating the time and place of the meeting and its purpose.
      (2)   The Clerk/Treasurer shall prepare and file in his or her office an affidavit showing mailing of the notices in the manner here prescribed.
      (3)   Notice shall also be posted on a bulletin board at the City Hall.
   (C)   Initial meeting. At the first regular Council meeting in January of each year the Council shall:
      (1)   Designate the depositories of city funds;
      (2)   Designate the official newspaper;
      (3)   Choose one of the Council members as acting Mayor, who shall perform the duties of the Mayor during the disability or absence of the Mayor from the city or, in case of a vacancy in the office of Mayor, until a successor has been appointed who qualifies; and
      (4)   Appoint officers and employees and members of boards, commissions and committees as may be necessary.
   (D)   Public meetings. All Council meetings, including special and adjourned meetings and meetings of Council committees, shall be open to the public, except as otherwise permitted by law.
