§ 73.12 SNOWMOBILES, MOTORIZED GOLF CARTS, CLASS 1 AND 2 ATVS AND OTHER RECREATIONAL VEHICLES.
   (A)   Operation. Snowmobiles, motorized golf carts, Class 1 and 2 ATVs and other recreational vehicles are allowed on city streets not prohibited under § 70.03 and roadways not subject to the State of Minnesota jurisdiction, if the owner obtains a permit under this section.
   (B)   Permit.
      (1)   Any person desiring a permit to operate a snowmobile, motorized golf cart, Class 1 or 2 ATVs or other recreational vehicle shall submit an application to the Chief of Police along with a fee as set by the Council from time to time and the following information:
         (a)   Applicant's name;
         (b)   Application date;
         (c)   Insurance company and policy number for liability coverage.
      (2)   All permits renew annually on May 1 with proof of a valid liability insurance and drivers license. The city shall issue permits only to a person having a valid Minnesota driver’s license and residing in the city.
      (3)   The Chief of Police or his or her designee may revoke the permit at any time if there is evidence that the permittee cannot safely operate a snowmobile, motorized golf cart, Class 1 or 2 ATV on the designated roadway.
   (C)   Hours of operation. Motorized golf carts may be operated on city streets with a permit between sunrise and sunset.
   (D)   Requirements.
      (1)   The Chief of Police may designate on the permit the streets and hours of operation as the Chief determines is in the public’s safety interest.
      (2)   No person shall operate a motorized golf cart in inclement weather or when visibility is impaired by weather, smoke, fog or other conditions, or at any time there is insufficient light to clearly see persons in vehicles on the roadway at a distance of 500 feet.
      (3)   Motorized golf carts, Class 1 ATVs and Class 2 ATVs shall display the assigned permit at the rear most of the vehicle. A slow moving vehicle emblem shall also be displayed, as provided for in M.S. § 169.522, as it may be amended from time to time.
      (4)   No person shall operate a recreational vehicle within a public road right-of-way in the City of Osakis except by permit from the Chief of Police.
      (5)   The operation and regulation of all permit required vehicles is governed by this chapter and M.S. § 169.045 as it may be amended from time to time.
