§ 71.01 GENERAL PARKING REGULATIONS.
   (A)   Angle and parallel parking.
      (1)   Except where angle parking is indicated by appropriate signs or makings, each vehicle parked upon a street where there is a curb shall be stopped or parked with the right hand wheels parallel with and within 12 inches of the right hand curb.
      (2)   If there be no curb, then the vehicle shall be parked parallel with the edge and as far right in the street or alley as may be practicable.
      (3)   No vehicle shall be stopped with its left side to the curb.
   (B)   Time limit parking zones.
      (1)   The City Council may, by resolution, designate certain areas where the right to park is limited during hours specified.
      (2)   The City Engineer shall mark by appropriate signs each zone so designated.
      (3)   During the hours specified on the sign, no person shall park a vehicle in any limited parking zone for a longer period than is so specified.
   (C)   Camping purposes. No person shall for camping purposes, leave or park a house trailer on any street or alley in the city.
   (D)   Display for sale purposes. No person shall park any vehicle on any street for the purpose of displaying it for sale.
   (E)   Impoundment.
      (1)   Any police officer may remove a vehicle from a street to a garage or other place of safety when the vehicle is left unattended and constitutes an obstruction to traffic or hinders snow removal or street improvement or maintenance operations.
      (2)   The vehicle shall not be released until the fees for towing and storage are paid in addition to any fine imposed for violation of this chapter.
   (F)   Prima facie violation. The presence of any motor vehicle on any street when standing or parking in violation of this chapter is prima facie evidence that the registered owner of the vehicle committed or authorized the commission of the violation.
   (G)   Trailer. No person shall leave a trailer or camper parked on any street or avenue between the hours of 10:00 p.m. and 6:00 a.m. if the trailer or camper is not hitched to another motor vehicle for towing purposes.
   (H)   Winter parking regulations. No parking on public streets November 1 to April 1 between the hours of 12:00 a.m. to 6:00 a.m., unless so otherwise marked.
