§ 53.09 BURYING REFUSE, RUBBISH OR DEBRIS.
   (A)   Definitions. For the purpose of this section, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
      BUILDING. Any structure or part of the structure including but not limited to sheds, fences, sidewalks and driveways.
      REFUSE. Organic waste including but not limited to wood, tree limbs, branches, shrubbery and the like.
      RUBBISH. Inorganic solid waste, such as tin cans, glass, paper, ashes, sweepings and the like.
      DEBRIS. Any solid waste such as lumber, concrete, brick, tar, metals, plastic, insulation, carpeting, linoleum, glass, rubber and the like, including, but not limited to, any portion of a demolished building.
   (B)   General prohibition.
      (1)   That no person shall bury refuse, rubbish or debris, including but not limited to the foundation or any portion of a building upon its demolition within the city limits of Osakis.
      (2)   All refuse, rubbish or debris shall be properly disposed of at a demolition landfill that has been licensed by or has received a permit from the Minnesota Pollution Control Agency.
