(A) Schedule. The owner or occupant of any premises served by a city refuse collection contractor (the city refuse collection system) shall pay to the city a service charge assessed and set by the Council.
(B) Billing.
(1) The service charge shall be made to the owner or occupant of each building or housing unit served.
(2) If the building is served by city water or sewer, the refuse collection charge shall be billed as a separate entry on the water or sewer bill.
(3) If the premises are not so served, the refuse collection charge shall be separately billed by the City Clerk/Treasurer.
(4) The Council shall charge a late payment charge of $5 for any payment not made by the tenth day following the billing date.
(C) Payment.
(1) Service charges shall be payable at the same time as bills for water service and subject to the same conditions of payment.
(2) If any charge is unpaid by November of any year, the Council shall levy an assessment equal to the unpaid charge and shall certify the assessment to the County Auditor for collection in the same manner as assessments for local improvements.
(D) Fund. All service charges and late payment charges shall be deposited in the water and sewer fund.
