(A) All refuse accumulated or generated within the city shall be collected, conveyed and disposed of only by a licensed collector.
(B) Every householder, occupant or owner of any residence shall use the garbage and refuse collection service provided by the licensed collector of the city.
(C) Refuse shall be collected from residences at least once every week throughout the year.
(D) Refuse shall be collected from commercial businesses at least once every week and more often if necessary in order to avoid any undue accumulations.
(E) Summer residents in the newly annexed areas from Blacks Crescent Beach Resort to the easterly most city limit line, will be billed only for garbage for the months of April, May, June, July, August and September at the regular rate.
