The Orwell Area Joint Recreation District Board of Trustees shall consist of five members. The Council of the Village of Orwell, by majority vote, shall select two designees to serve on the Board, none of whom may be a member of the Village Council. The Board of Orwell Township Trustees shall select, by majority vote, two designees to serve on the Board, none of whom may be a member of the Township Board of Trustees. Then, the Board of the Grand Valley School District shall, by majority vote, select a fifth member, who shall be a resident of the Grand Valley School District. One representative serving Orwell Township, and one representative serving the Village of Orwell, shall serve for a term of five years. One representative serving the Village of Orwell, and one representative serving Orwell Township, shall serve for a term of three years. The fifth representative shall serve for a term of two years. All appointments made thereafter shall be for a term of five years. Vacancies on the Board occurring otherwise than by expiration of a term shall be for the unexpired term and shall be filled in the same manner as the original appointments. Members of the Board shall serve without pay.
