(a) Effective January 1, 2004, water rates for premises located within the corporate limits of the Village shall be as set forth below:

(b) Premises located outside the corporate limits of the Village shall be charged 140 percent of the above rates which would be applicable to such premises if located within the corporate limits of the Village.

(c) The word "premises", as used herein and as applied to a residential structure, shall be defined as a dwelling unit wherein a person or persons may reside and conduct a complete life style, whether or not within a separate structure, which dwelling unit includes, but is not limited to, a house, apartment unit, townhouse unit, duplex unit or condominium, but not including a sleeping room.
(d) The owner of a premises shall be responsible for the payment of the charges specified in division (a) of this section. At the request of the owner, a tenant leasing a premises may be billed for the foregoing charges, but if the tenant fails to pay the charges, then the owner shall pay the charges. Further, the owner shall, on or before April 15 and October 15 of each year, notify the Village in writing of the name(s) and address of the tenant(s) leasing a premises.
