(a) The Board of Trustees of Public Affairs may install, at the cost of the consumer, a read-out water meter to meter the use of water by a consumer of the Orwell Village Water System when that consumer has prevented or otherwise denied access to the water meter to the Board for a period of time in excess of two consecutive quarters.
(b) Such consumer who has prevented or otherwise denied access to the water meter shall pay the cost of such read-out meter in the amount of the actual cost of the read-out meter to the Village minus the trade-in allowed to the Village on the old meter removed.
