Unless specifically authorized by the Tree Board, no person shall intentionally damage any street or park tree, attach any rope, wire, rails, advertising posters or other contrivance to any trees, allow any gaseous liquid or solid substance which is harmful to trees to come into contact with them, or set fire or permit any fire to burn when such fire or heat therefrom will injure any portion of any tree.
