1020.03   CONDITIONS PRECEDENT TO CONSTRUCTION OF DRIVEWAYS OR DRAINAGE PIPES UNDER DRIVEWAYS.
   (a)   Before the issuance of a zoning permit, the owner of a parcel of real property, or his or her agent, upon which the construction of a driveway entrance, driveway or the installation of a drainage pipe under a driveway shall be undertaken, shall deposit the cash sum of seven hundred fifty dollars ($750.00) within the Village Clerk, or a bond in the like amount given by a qualified and recognized insurance carrier/bonding company as is determined by the Village, for the purpose of securing the restoration and integrity of the roads of the Village when construction of, at, or on a driveway entrance, driveway or a drainage pipe under a driveway is contemplated.
   (b)   The real property owner and his or her agent performing the construction shall follow all guidelines of installation as may be required by the Village.
   (c)   The cash deposit of seven hundred fifty dollars ($750.00) or a qualified bond in a like amount, shall be released within 30 days from notification to the Village of the construction completion as set forth above, and an inspection of same by the Street Superintendent of the Village, less any appropriate deduction therefrom for any additional restoration costs which may be required by the Street Superintendent of the Village.
