(a) The areas designated as Industrial District and Commercial District on the Zoning Map of the Municipality are hereby established as a Community Reinvestment Area under Ohio R.C. 3735.66.

(b) The Community Reinvestment Area established in subsection (a) hereof is found to be one on which housing facilities or structures of historic significance are located and new housing construction and the repair of existing facilities or structures are discouraged.
