The Mayor or other authorized official may, in his or her discretion, grant without cost a license for the holding of a circus, carnival, theatrical exhibition, public show, athletic game or other such entertainment where all of the performances are fostered and supervised by civic interests of the Municipality, and a substantial part of the funds derived therefrom is expended for charitable or civic purposes.
