The Tree Board shall develop and administer, and may from time to time update, a written plan for the care, preservation, pruning, planting, removal or disposition of trees and shrubs in parks, along streets and in other public areas, after such study, investigation and counseling as it deems necessary or desirable for such purposes. Such plan will be presented annually to Council and, upon its acceptance, shall constitute the official comprehensive Tree Plan for the Village. The Board, when requested by Council, shall consider, investigate, make findings, report and recommend upon any special matter or question coming within the scope of its work.
