212.03   PROCEDURES FOR CELLULAR TELEPHONES.
   (a)   Use of Cellular Telephones.  Village issued cellular telephones are intended to be used for official Village business only. Employees using cellular telephones should remember that wireless communications can be monitored by the public.
   (b)   Responsibility.
      (1)   All employees are responsible for familiarizing themselves with the use of the cellular telephones.
      (2)   All employees will be responsible for the proper use and care of the cellular telephones.
   (c)   Operation of the Cellular Telephone.  Village personnel shall follow the proper operating instructions for the cellular telephone.  Operating instructions will be distributed to all departments issued cellular telephones.
   (d)   Cellular Telephone Numbers.  Village personnel shall not give cellular phone numbers to the general public.  This is necessary as all departments issued telephones will share a limited number of monthly hours.
   (e)   Cellular Telephone Use While Driving.  Studies on cellular phone related vehicle accidents have revealed that those using cellular phones while driving were four times more likely to have an accident than those not using phones.  As a result of the study findings, and the necessity to reduce employer liability, cellular phone use while driving is prohibited.
   (f)   Accountability.  Cellular telephone bills will be reviewed monthly to verify the validity of the calls and insure the phones are not utilized for personal use.
