11-2-1: SPECIAL STUDIES REQUIRED:
When an applicant submits an application for any alteration proposal, the application shall indicate whether any environmentally critical area or buffer is located on the site. The city administrator or the administrator's designee shall visit the subject property and review the information submitted by the applicant along with any other available information. If the city administrator determines that the site potentially includes, or is adjacent to, or could have probable significant adverse impacts to critical areas, the administrator shall notify the applicant that a special study(ies) is required. Any decision to require a critical area study pursuant to this title may be appealed to the planning commission upon filing a notice of appeal with the planning commission within ten (10) working days after the date of the city administrator's decision.
