The parking restrictions set forth in section 7-9-2 of this chapter shall not apply to any person who affirmatively establishes that the vehicle was stopped, standing or parked:
A. While loading or unloading passengers, freight, materials or merchandise between the hours of eight o'clock (8:00) A.M. and nine o'clock (9:00) P.M.;
B. While effecting emergency repairs when a vehicle is so disabled as to render it unsafe to proceed further;
C. While engaged in construction, maintenance or repair of public streets or utilities;
D. While serving as an emergency vehicle; or
E. Within three hundred feet (300') of property at which the registered owner of the vehicle resides or at which the driver is an invited guest. (Ord. 879, 11-12-2009)
