(a) No person shall own, keep, harbor or have charge of any dog over four months of age unless such dog shall have been immunized against rabies as required by the regulations of the Wayne County Board of Health. Failure to have such dog immunized for rabies shall subject such dog to impoundment and failure to display a current rabies immunization tag on a dog's collar, harness, leash or similar device shall be prima-facie evidence of lack of rabies immunization.
(b) Whoever violates this section is guilty of a minor misdemeanor.
