(a) The Finance Director shall designate persons to collect the coins so deposited in parking meters. In collecting such coins, the person so designated shall remove the coin changer or compartment from each parking meter and deliver the same to the Finance Director who shall cause the coins so delivered to be counted and deposited to the credit of the City.
(b) The specified coins, required to be deposited in parking meters shall be placed in a fund and used exclusively for paying the cost, installation and maintenance of meters and to provide adequate parking and traffic control facilities for all persons using the streets of the City.
