353.02 CONGESTED AREAS; EXCEPTIONS.

Council hereby determines that because of the flow of traffic on the streets within congested areas, parking therein shall be regulated by meters subject to the provisions of this chapter. The congested traffic or parking meter areas shall be determined by the Safety-Service Director.
