No person shall park a vehicle on any street, alley or other public property in excess of forty-eight consecutive hours. Due notice to move such vehicle shall be given to the owner if his identity can be reasonably ascertained. If not moved within a reasonable time, any police officer may move the vehicle or have it moved, and any expenses incurred in moving the vehicle shall be assessed against the owner of the vehicle.
