351.14 PARKING TRUCKS ON STREETS.
   (a)   No person shall park or cause to be parked for any period of time during any part of the day or night on any street in the City or City owned parking lot, except for purposes of loading or unloading, any truck, tractor, trailer, semitrailer, house vehicle or any other motor vehicle rated by the manufacturer at one and one-half tons or more.
 
   (b)   No person shall park or cause to be parked for any period of time, during any part of the day or night, on any private property that is zoned residential, any truck, commercial tractor, trailer, or semi-trailer rated by the manufacturer at one and one-half tons or more. This section does not apply to vehicles that are actively being loaded or unloaded for a reasonable period which, in any event except as indicated herein, shall not exceed four hours or the period of time it takes to unload or load without interruption, whichever is less. However, if household goods are being unloaded or loaded for the purpose of persons moving from or moving into a particular residence, the reasonable parking period for such purposes shall be deemed to be no more than forty-eight hours. This section does not apply to an operator who is actively engaged in a service call or actively involved in construction or repair work at the property of someone other than the operator’s property. “Actively engaged” and “actively involved” means that actual work is taking place no less than four hours per day, five days per week at the property.
 
   (c)   Notwithstanding any other provision of this Traffic Code, the operator of a truck may park alongside any stopped or parked vehicle when in front of a business establishment for the purpose of loading or unloading merchandise. Such double parking may be only so long as it takes to load or unload, and is prohibited when there is parking space available within reasonable distance, when there is an alley or other facilities available for such purpose, and when the operator is performing some act in connection with his personal affairs.
