No person shall park a vehicle in a City block on which parking meters are installed between the hours of 2:00 a.m. and 5:00 a.m. of any day, except physicians or other persons on emergency purposes.
Whenever any police officer finds a vehicle standing upon a street in violation hereof, he is authorized to move the vehicle or require the driver to move it from such restricted areas. Any expenses incurred in the moving of the vehicle shall be assessed against the owner of the vehicle.
