351.01 POLICE MAY REMOVE UNATTENDED VEHICLE; EXPENSES DUE FROM OWNER.
   Whenever any police officer finds a vehicle parked or standing upon any street in the City and it is deemed necessary to move the vehicle for any purpose, the police officer shall give due notice to the owner of the vehicle to move it if his identity can be reasonably ascertained. If the vehicle is not moved within a reasonable time any police officer shall have the authority to move the vehicle or have it moved, and any expenses incurred for the moving of the vehicle shall be assessed against the owner of the vehicle.
