311.05 POSTING OR PAINTING SIGNS PROHIBITED; EXCEPTIONS.
   (a)   No person shall erect or string advertising or political signs and banners, or any other device across any street or other public place in the City, except as permitted by the Building Code or the Zoning Code.
 
   (b)   No person shall paint any sign of any kind upon the sidewalks, streets or curbs of the City, or attach any signs to any lighting standards, utility poles, posts, trees or parking meters, except by authority of the Safety Director.

   (c)   Whoever violates any provision of this section is guilty of a minor misdemeanor on a first offense; on a second offense within one year after the first offense, the person is guilty of a misdemeanor of the fourth degree; on each subsequent offense within one year after the first offense, the person is guilty of a misdemeanor of the third degree.
