The purpose of the Division of Building Standards is to enforce and regulate all housing, construction, building, plumbing or electrical codes now existing or hereafter created by the City. The Director of Public Safety and Service shall be authorized to appoint such assistants and inspectors as are necessary for the proper enforcement of such codes and shall issue and make such rules and regulations necessary for the administration of such codes.
