No dead human body shall be interred in any cemetery within the City until the Superintendent of Streets, Parks and Cemeteries has determined that the coffin is enclosed and sealed within an outer container or vault constructed of stone, steel or concrete or equal material. The Superintendent shall not permit any burial in any cemetery unless the coffin is enclosed as described herein.
