The five citizens of the City shall be appointed by the Mayor for five-year terms, from May 1 of the appropriate year through April 30 of the appropriate year; however, the members of the existing Planning Commission shall serve the balance of their terms and one of the new members shall serve until April 30, 1979 and the other new member shall serve until April 30, 1981, and thereafter each member shall serve for a term of five years.
