   143.01 PAID VOLUNTEER FIRE DEPARTMENT; ORGANIZATION.
   (a)   The City shall maintain a paid volunteer Fire Department. The rates of compensation shall be established by ordinance.
 
   (b)   The Fire Department shall consist of a full-time Fire Chief and the following paid volunteer officers and firemen: Assistant Fire Chief, Captains, Lieutenant, Foreman of Apparatus, First Assistant Foreman of Apparatus, Second Assistant Foreman of Apparatus, Secretary of Fire Department and Firemen.
