(a) The Mayor and the Director of Public Safety and Service are hereby authorized and directed to negotiate and enter into mutual police aid agreements with Wayne County or any or all of the political subdivisions within the County and the counties contiguous with Wayne County.
(b) Such contracts shall provide:
(1) For mutual police assistance between the contracting parties upon request.
(2) That no liability shall attach for failure or inability to respond.
(3) That no compensation shall be paid to any contracting party for the use of its personnel or equipment.
(4) That there shall be no reimbursement for loss or damage to equipment provided pursuant to the agreement nor for any Workman's Compensation contributions assessed against any of the contracting parties arising from assistance provided under these agreements.
(5) That the agreements shall be effective for three years.
