All refuse or recyclables transported on the streets or other public places shall be in vehicles, the bodies of which are leakproof and of easily cleanable construction, and shall be completely covered with metal or heavy canvas. Spillage or drippage from vehicles transporting garbage shall be unlawful. Each collection vehicle shall be identified in letters plainly visible and not less than three inches high: the name of the firm, and the business telephone number. Approved recycling slogans and/or logos may be added to the collection vehicle.
