931.10 DUMPING PROHIBITED.

No person shall dispose of or dump within the City any garbage, rubbish or household rubbish created within or without the City. In the interest of public health and sanitation, all existing dumping places within the City are hereby declared a nuisance and ordered closed, and no person shall dump at the same.
