(a) On collection day, each householder shall place curbside approved containers readily accessible at the curb in front of each dwelling at one ground level location and may not be placed any distance further from the street than the sidewalk or edge of the property line unless some other location would make them more accessible. No person shall place containers, refuse or recyclables at the curb prior to 6:00 p.m. of the day before the day of collection for the particular premises.
(b) Each householder shall deliver in the manner aforesaid his refuse to the garbage collector at least once each week.
