(a) All household refuse shall be separated by the householder into acceptable recyclable receptacles and nonrecyclable receptacles as appropriate prior to placing the same at the curbside for collection.
(b) All household refuse, before being placed into receptacles for collection, shall have drained from them as far as practical, all free liquid, and recyclables shall be rinsed when appropriate.
(1) Garbage and loose paper such as waste basket material shall be wrapped in paper or otherwise contained. The separation of combustible and noncombustible rubbish and garbage will not be required. Rubbish and garbage not confined within containers need not be collected.
(2) All containers for the storage of garbage and rubbish, except those for the storage of bulky rubbish, shall be of the commercial bag variety. (Note: specially constructed paper bags may be used if acceptable by the Director.) Containers for recyclables will be provided by the garbage collector.
(3) Recyclable materials shall not be co-mingled with nonrecyclable materials.
(4) Recyclable materials not confined within the containers provided by the garbage collector need not be collected unless it is clear that an overflow container was needed and such a container contains only recyclable materials. If the garbage collector elects to separate recyclables at an intermediate station, curbside separation may not be required.
