(a) It is the intent and purpose of the City of Orrville to provide a comprehensive mandatory refuse collection and disposal system including the collection and delivery of household recyclable materials.
(b) The Director shall collect garbage and rubbish from all premises of householders within the City at least every week. The City shall have no duty to remove garbage or rubbish from any commercial establishments, but may elect to remove the same from selected commercial establishments.
(c) Persons (residents) may independently participate in recycling activities to remove accumulations of recyclable materials and/or engage a licensed independent hauler to remove sporadic accumulations of heavy rubbish.
(d) Certain multiple family dwellings may be exempt from these provisions provided that:
(1) There are four or more residential units per dwelling;
(2) The utilities for the units are not metered separately; and
(3) The owner of the properties has made arrangements suitable to the City, as determined by the Director, for the refuse and recyclable materials removal with the contractor or any other independent hauler licensed by the city to collect and dispose of refuse and recyclable materials.
(e) Commercial and industrial establishments may utilize their own facilities to remove, process, market, and/or dispose of their own refuse and recyclable materials or may contract with any licensed independent hauler of their own choice.
