923.01 DRILLING OF WATER WELLS.
   For the quantitative and qualitative protection of the water supply of the City (to prevent unnecessary waste of water and the pollution thereof and to protect the integrity of the waste water treatment system and the surface drainage system), the drilling of water wells within the City is prohibited except under the following conditions:
   (a)   For residential household use where determined by the City that it is not feasible to supply water by extension of City water mains;
   (b)   Where the water is used for geothermal (heating and/or cooling purposes). No water drawn from such a well shall be consumed or used for any other purpose. Such water shall be discharged into the surface drainage (storm sewer) in an uncontaminated condition; and
   (c)   For industrial or municipal use.
