(a) Except as otherwise allowed pursuant to subsection (b) hereof, City service for water and sewer may be extended to property located outside the City only if:
(1) All requirements and conditions established from time to time by the Public Utilities Board and Director of Public Safety and Service have been met, such property is contiguous to the City, and the owner of the property has executed an agreement whereby such owner agrees to annex such land to the City; or
(2) All requirements and conditions established from time to time by the Public Utilities Board and Director of Public Safety and Service have been met, such property is within seventy (70) feet of an existing public sewer, the structure to be served thereon is within 250 feet of an existing public sewer, and the owner thereof has executed an agreement whereby such owner agrees to annex such land to the City.
(b) Notwithstanding subsection (a) above, service for water and sewer may be extended to the Village of Marshallville, Ohio, upon legislative approval of the Council of the City of Orrville, Ohio.
(c) City service for water and sewer shall not be extended to any other property located outside the City.
(d) This section shall not invalidate present extensions of water and sewer to existing buildings located on property outside the City.
