913.06 PROHIBITED DISCHARGES.
   No person shall contribute or cause to be discharged, directly or indirectly, any of the following described substances into the POTW.
   (a)   No person shall discharge or cause to be discharged any storm water, surface water, ground water, roof runoff, subsurface drainage or uncontaminated cooling water into any sanitary sewer.
   (b)   Storm water and all other drainage shall be discharged to such sewers as are specifically designated as storm sewers, or to a natural outlet approved by the City. Any existing roof drain connections to sanitary sewers shall be disconnected from the sanitary sewer and reconnected into an available storm sewer or shall be disconnected above ground in the manner approved by the City. The owners of all buildings situated within the City are required, at their expense, to disconnect all existing roof drains from the sanitary sewers in accordance with the provisions of this chapter within thirty (30) days after the date of official notice to do so. Failure to do so shall be cause for curtailing water service to the structure. Industrial cooling water may be discharged, upon approval by the City, to a storm sewer or natural outlet.   
   (c)   Pollutants which either alone or by interaction, create a fire or explosion hazard in the POTW, or may be injurious in any way to the operation of the POTW, including, but not limited to, wastestreams with a closed cup flashpoint of less than 140 degrees Fahrenheit or sixty (60) degrees Centigrade using the test method specified in 40 CFR 261.21.   
   (d)   Solid or viscous substances which will or may cause obstruction to the flow in a sewer or other interference with the operation of the POTW such as, but not limited to, ashes, cinders, sand, mud, straw, shavings, metal, glass, rags, feathers, tar, plastics, wood, unground garbage, whole blood, paunch manure, hair and fleshings, entrails, etc.
   (e)   Any wastewater having a pH less than 5.0 or higher than 10.0 or having any other corrosive property capable of causing damage or hazard to structures, equipment or personnel of the POTW.
   (f)   Any wastewater containing toxic pollutants in sufficient quantity, either singly or by interaction, to injure or interfere with any wastewater treatment process, constitute a hazard to humans or animals, or to exceed the limitations set forth in this chapter.
   (g)   Pollutants which result in the presence of toxic gases, vapors, or fumes within the POTW in a quantity that may cause acute worker health and/or safety problems.
   (h)   Any substance which may cause the POTW's effluent or treatment residues, sludges or scums, to be unsuitable for reclamation and reuse or to interfere with the reclamation process.
In no case shall a substance discharged to the POTW cause the POTW to be in noncompliance with sludge use or disposal criteria, guidelines or regulations developed under Section 405 of the Act; any criteria, guidelines or regulations affecting sludge use or disposal developed pursuant to the Solid Waste Disposal Act, the Clean Air Act, the Toxic Substances Control Act, or State standards applicable to the sludge management method being used.
   (i)   Any substances which will cause the POTW to violate its NPDES permit.
   (j)   Any wastewater having a temperature which will inhibit biological activity in the POTW or wastewater with a temperature at the introduction into the POTW which exceeds forty (40) degrees C(104 degrees F.).
   (k)   Any slug load, which means any pollutant, including oxygen demanding pollutants (BOD, etc.) or suspended solids, released in a single extraordinary discharge episode of such volume or concentration as to cause interference to, or pass through, and/or reduce the treatment efficiency of the POTW.      
   (l)   Any water including, but not limited to, non-contact cooling water.
   (m)   Any wastewater containing any radioactive wastes or isotopes of such half-life or concentration as exceed limits established in compliance with applicable State or Federal regulations.
   (n)   Any wastewater which causes a hazard to human life or creates a public nuisance.
   (o)   Petroleum oil, non-biodegradable cutting oil, or products of mineral oil origin in amounts that may cause interference or pass through.
   (p)   No person shall discharge trucked or hauled pollutants, including industrial and septic tank wastes, into any location of the sanitary sewer system or POTW at any time, unless specifically authorized by the Director.
