913.05 CONNECTION METHODS AND MATERIALS.
   (a)   The City shall keep a permanent record of the location of such junctures or "Y" branches, depth of sewers, etc., which information may be obtained from the Director upon application for a sewer connection permit. All reasonable care shall be taken to insure correctness of such information, but the City shall not be liable for errors arising therefrom.
   (b)   All connections to the public sewer shall be made at the regular "Y" branches built in the same, except by special permission from the Director. Whenever it is necessary to make connection to the public sewer where no "Y" has been installed, the connection shall be made by the sewer tapper in accordance with Section 913.04 (k). No drilling, cutting or breaking into the public sewer shall be done unless the inspector is present on the work site and approves the method employed.
   (c)   All building sewers shall be made straight, or in as direct a line as possible to the "Y" branches in the public sewers into which the premises are drained, and shall be a minimum of four (4) feet below finished grade. If bends are necessary they shall be no more than forty-five (45) degrees.
   (d)   All building sewers shall be a minimum of six (6) inches in internal diameter except in cases where an existing four (4) inch "Y" branch is found and deemed by the Director to be serviceable, the building sewer may be four (4) inches in diameter. Material and joint specifications shall be as specified in the "Water and Sewer Pipe Standards" established by the Department of Public Utilities as amended from time to time. All six (6) inch building sewers shall be installed with a minimum slope of one percent (1%). All four (4) inch building sewers shall be installed with a minimum slope of two percent (2%).
   (e)   The building sewer shall be discontinued within three (3) to five (5) feet outside the walls or foundation of the building. The building drain shall conform to applicable standards of the Ohio Plumbing Code as approved by the Wayne County Plumbing Inspector. The connection joint between the building sewer and the building drain shall be inspected by the Director for material specification and quality of transition and installation.
   (f)   All "Y" branches or junctures not intended for immediate use shall have their ends closed watertight with a special stopper made for the purpose, and mortar made of Portland cement and sand. Care shall be taken that the interior of the pipes is free from rough mortar, and the building drain and building sewer connection shall be left clean and in good condition. All pipes exposed to frost shall be covered with mineral wool or other substances equally good, and shall be cased to the satisfaction of the Director.
   (g)   All cost and expense of making a connection to the public sewer, for private use, shall be borne by the owner of the property or person interested in the same.
